About the speaker

Winton B. Singletary Jr. is a 38-year veteran of the Philadelphia Police Department and is currently serving as Chief Inspector of Regional Command South Patrol where he oversees crime and crime reduction strategies in the southern half of the city. This is broken up into 3 divisions with 10 patrol districts and approximately 1,200 police officers.

Prior to being promoted to Chief Inspector, he commanded The Domestic Preparedness & Response Division. He managed the investigative & tactical sections of the Homeland Security Bureau. These units include Airport, Aviation, Bomb, Canine, Counter Terrorism, Dignity Protection, the Joint Terrorism Task Force, Marine, Mounted, and SWAT.

His primary focus is on directing his subordinate supervisors on the development of police officers by teaching techniques for terrorist awareness and deterrent activities throughout the city. He is viewed as the foremost department subject matter expert in tactical situations and demonstrations.

Chief Inspector Singletary is a proven leader with the ability to deliver results in high-pressure situations. Some of his strengths include the ability to diffuse conflicts, while building trust amongst constituents. He contributes his success to his calm demeanor and proactive approach.

Some of his career highlights include being the Operational Incident Commander of the 15th Street job where 6 officers were shot; implemented Active Shooter & MacTac Training for the entire Philadelphia Police Department; facilitated Active Shooter Awareness training for the police clergy; a member of the 230th Class of the FBI National Academy in Quantico, Virginia; executed a disaster recovery plan along with the Fire Department for the 2015 Amtrak train crash; tactical commander for the footprint of the Pope’s security detail during his Philadelphia visit and NFL draft; spearheaded the strategic operations for handling the civil disobedience and protests in the city during the 2016 Democratic National Convention and 2020 civil unrest; IACP Planning & Workshop Coordinator in 2017; and the Philadelphia Leader for the Southeastern Regional Taskforce covering the 5 county areas which purchased equipment and provided training for MIRT (Major Incident Response Team), SWAT, Bomb Squad, Aviation, and K-9.
