The FBSN is a 501(c)(3) which opted for the IRS form 5768 Election to influence legislation.
The position of the FBSN is that churches and faith-based organizations of all sizes in any state should not be excessively regulated in their activities to intentionally protect their people.
Some states (Florida and Oklahoma are examples) have heavy regulations making it difficult for smaller churches to comply with the stiff licensing requirements. Texas was formerly the same way (in fact the worst of all 50 states in the opinion of many), but many of us campaigned and testified successfully before Texas legislature to defeat that burden in 2017.
